Not only the government should take action to minimize losses caused by those accidents, but the media is also responsible: it should set up surveillance systems, help rebuild credibility of the government, and make sure that the related information is open to public. This thesis tries to analyze the media surveillance systems of certain serious environmental accidents, and build up a feasible media surveillance system which can provide social stability and help reduce losses. In order to build an efficient surveillance system, analysis and arrangements of signs of those accidents are required, as well as forecasts and immediate actions built on the analysis and arrangements. Furthermore, emergency plans are essential, as well as legal protections for those plans. The 30000-word thesis consists of introduction, the body, and conclusion. Introduction covers the origin of the research, the research issue, the research methods and literary review. The body contains five parts. In the first part, the background information and cause of environmental accidents are illustrated, as well as the research value and research methods. The second part focuses on the definition, development, influence and medium of media surveillance. The third part lays emphasis on media’s reactions towards the spread of environmental accidents and media’s social responsibility. Existed problems and the corresponding solutions are also proposed in this part. The fourth part analyzes the government’s actions to the spread of environmental accidents with the aid of certain case studies. The fifth and last part discusses propagation behaviors of the government and the media in
