I I 城乡公共产品供给均等化研究——以连云港为例 中文摘要 中文摘要 2009 年 12 月召开的中央经济工作会议明确提出：加快城乡一体化的进程，尽 快实现城乡基本公共服务均等化。要实现城乡经济社会一体化发展，其中最重要 的就是实现公共产品在城市与农村的公平、协调供给，因此城乡公共产品均等化 供给问题就显得极为重要。城乡公共产品均等化供给，既不是忽视城市发展农村， 也不是一味地以城市支援农村，而是将城市与农村一起统筹考虑，相互兼顾，综 合考虑人口、经济、社会、环境等诸多因素，使城市与农村之间互相促进、共同 发展，使矛盾的双方由对立转向统一。目前 ，连云港市工业化进程逐渐加快，农 业产业化开始起步，经济结构进入了加速调整时期，生态环境和基础设施条件逐 步改善，城乡经济社会逐步走上了良性运行的轨道，初步具备了推进城乡一体化 的基础和条件。在这样的情况下，实现城乡基本公共服务均等化，统筹城乡公共 产品供给，将进一步提升全市经济社会发展质量，大大增强连云港市区域综合竞 争实力。 本文从公共产品理论出发，在借鉴已有的研究成果基础上，探讨连云港市公 共产品供给问题，试图理清城乡公共产品均等化供给的思路，进而给出可行的实 现路径。本文的研究内容主要包括六部分。第一章绪论，主要阐述研究背景，研 究的目的和意义，论文的创新点，以及论文的结构及研究方法。第二章介绍了公 共产品的定义、特征、分类及供给主体。第三章阐述统筹城乡发展的关键是实现 公共产品均等化供给，第四章介绍了国外城乡公共产品均等化供给的做法，以及 对我国的借鉴与启示。第五章结合连云港市城乡公共产品供给现状，总结出该市 目前城乡公共产品供给存在差距和问题，分析了城乡公共产品供给差距的原因。 第六章结合实际情况，从构建城乡公平机制出发，积极推进城乡一体化发展，并 提出了连云港市实现城乡公共产品供给均等化的现实路径。 关键词: 公共产品 均等化 路径 作 者：刘从鸿 指导教师：朱 晓 II II 英文摘要 城乡公共产品供给均等化研究——以连云港为例 Study on the Supply Equalization of the Urban-rural Public Products ——Taking Lianyungang as an Example Abstract It was explicitly demonstrated at the Central Economic Working Conference of December 2009 that the process of the integration of unban and rural areas should be quicken to realize the equalization of the public goods between the urban and rural areas. Equal and coordinated supply of public goods in the urban and rural areas is the key to the integration of urban and rural areas.
