首都经济贸易大学硕士学位论文城镇残疾人生活成本与经济补偿研究 首都经济贸易大学硕士学位论文 城镇残疾人生活成本与经济补偿研究 I I 内容提要 我国残疾人贫困问题较为突出，生活现状与社会平均水平之间仍存在较大差 距，基本需求难以得到满足。残疾人保障作为社会保障系统一个不可或缺的子系 统，它的建立与完善不仅直接造福于广大残疾人，而且将对整个社会的经济、政 治和文化发展产生深远的影响。《中国残疾人事业“十二五”发展纲要》要求逐 步缩小残疾人生活水平与社会平均水平之间的差距，促进残疾人平等参与社会生 活、共享改革发展成果。 残疾人社会保障程度的依据在于其生活成本，生活成本的高低，直接决定了 社会对其支持程度的高低。社会支持的程度应基本与生活成本持平，偏离生活成 本的社会保障是不科学的，因此实事求是的确定契合实际的残疾人生活成本是实 施各项有利于残疾人生活、发展措施的基础数据，应当给予应有的重视。 本文以残疾人为研究对象，定性分析与定量分析相结合。以湖州市城镇残疾 人为例，从残疾人需求角度进行实证分析，结合实地访谈，深入了解湖州市城镇 残疾人目前主要生存问题和基本需求，运用扩展性线性支出模型，发现城镇残疾 人生活成本与城镇居民平均水平之间的差距，并针对残疾人的特殊生活需求探讨 深层次原因，为保障残疾人基本生活需求提出给予经济补偿的建议措施，从而有 效保障残疾人的基本生活，完善残疾人生活保障制度。 关键词：残疾人 生活成本 经济补偿 财政支持 II II Abstract The poverty issues of disabled people in China still a big challenge. There is still a wide gap between the current life status of the disabled and the average level of society, the basic needs is still difficult to be met. The process for protecting disabled is definitely an integral subsystem of the social security system. It will not only directly benefit the majority of people with disabilities, but also will have a profound impact on the economic, political and cultural development of society as a whole. The 12th Five-Year Development Program requires gradually narrowing the gap between the living standards of persons with disabilities and the average level of society, and promoting their equal participation in social life, sharing the fruits of reform and development. The benchmark of the quality of the disabled people is the cost of living, its level of high or low will always directly determines the degree of community support. The extent of social support should be basically flat with the cost of living. Deviate from the Social Security cost of living is unscientific. So realistically determine the fit of the actual cost of the lives of disabled people is the implementation of the various lives of disabled people and measures for the development of basic data, it should be given due attention.
