PAGE PAGE 1 2 2 内容摘要 在我国社会经济快速发展的背景下，城市社区居民对改善社区人居环境，提高社区 生活质量提出了更高的要求。为实现城市社区环保公共产品的有效供给，学术界探讨研 究了不同的供给机制，然而与快速增长的居民需求相比，城市社区环保公共产品的供给 总体上仍呈现出供给短缺的局面，本文认为这与现存供给机制非激励兼容有关。 本文正是鉴于此，以实现城市社区环保公共产品有效供给为研究对象，建立从外在 表象探索内在机制问题，以尝试构建激励兼容的供给机制来指导供给实践的系统性研究 框架。本文在城市社区环保公共产品需求量快速增长以及需求多样化的背景下，对目前 我国城市社区环保公共产品供给中普遍存在的供给短缺、供给资源利用低效，以及供给 管理混乱等问题进行呈现；再以机制设计理论为分析工具，从制度机制层面详细剖析供 给问题出现的原因：正是由于一方面决策信息资源失真，分散的决策信息缺乏整合，决 策思维模式固化，以及决策目标缺乏激励兼容，使得城市社区环保公共产品供给决策机 制失灵。另一方面由于缺乏多元供给主体参与激励以及资源节约利用激励，使得城市社 区环保公共产品供给机制运行乏力。再加上供给监管中信息不对称约束，监管中的反向 激励机制缺失，以及监管制度不完善，使得城市社区环保公共产品供给监管机制失灵； 通过对城市社区环保公共产品供给决策环节、供给环节以及监管环节非激励兼容的分 析，在借鉴国内外有益经验的基础上，提出实现城市社区环保公共产品有效供给的途径， 即一方面通过构建真实显示偏好的激励机制，实行决策信息共享激励，以及规范决策模 式，来构建激励兼容的供给决策机制。另一方面，通过构建多元供给主体参与的激励平 台，建立可持续的资金投入机制以及资源利用的节约机制，来构建激励性的供给机制。 同时，通过加强有限信息约束下的监管激励，构建监管中的方向激励机制，以及完善激 励性的监督制度，来构建激励导向的供给监管机制。通过城市社区环保公共产品供给决 策环节、供给环节以及监管环节的激励机制构建，来推动城市社区环保公共产品供给不 断满足社区居民多元化的需求，以实现城市社区环保公共产品的供需平衡。 关键词：城市社区；环保公共产品；供给机制；机制设计 Abstract With the rapid development in society and economy, the resident in urban community put forward a high quality of community life as well as the improvement of community living environment. In order to meet the effective supply of environmental public goods in urban community, the academia has study on different supply mechanism. While the supply of environmental public goods can not meet the needs of residents. It is because that the supply mechanism is not incentive compatible. With the rapid growth of the need about the environmental public goods in urban community, this paper presents the problem about the shortage of supply, low-efficient of resource utilizing and disorder of government.Then it analyses the cause of the supply problems by the Mechanism Design Theory. On the one hand, the decision-making mechanism can not work because of the distortion and dispersion of the information resource, the solidification of the decision thinking model and the lack of incentive compatibility of the decision goal.On the other hand, the supply mech
