成都七中学生公寓 BOT 方式风险管理研究 摘 要 资金短缺基本建设不到位，是制约我国中等教育发展的一个重要 因素，而 BOT 是解决资金短缺进行建设的一个很好方式。但学校的基 本建设是投资大、回收期长的项目，如何规避投资的风险，是应值得 研究的课题。 本文以四川省成都市七中学生公寓的建设为研究对象，从现金流 量、财务规划及建设过程方面，以评估、降低、转移及规避风险为主 线，分析了 BOT 在中学基本建设中的风险管理，提出了在学生公寓建 设中 BOT 风险的分析方式、策略与基本思想。 本文旨在通过对七中学生公寓 BOT 建设方式风险的分析研究，总 结出一些有益的策略与做法，使我国众多的中等学校，在资金短缺的 情况下，运用 BOT 这个方式将学校的基本建设做好，为学生创造一个 优美的学习环境，推动中等教育更好的发展。从现实及长远看，无疑 这是有较好的应用与参考价值。 关键词 学生公寓, OT, 险分析, 本建设 The Research of the Venture Administration on BOT Mode of the Students Apartment Project of the 7th Middle School , Chengdu Abstract The lack of finance and basic construction is an important factor, which restricts the development of our Chinese secondary education. However, BOT is a good way to solve the financial problem and take the construction. But the basic construction of school is an item that needs plenty of investment and takes lots of time to reclaim. Therefore, how to avoid the risk of investment is a worthwhile question for discussion. This dissertation takes the boarding house of Chengdu Seven Middle School as the research object. In the item of the cash flux, the financial programming, and the construction progress, taking evaluating, decreasing, transferring and avoiding the risk as the main stream, it analyzes the risk management of BOT in the middle schools basic construction, and puts forward the analysis method, strategy and the basic thoughts of BOT risk in the boarding house construction. Through the analysis and study to the risk of BOT method in the boarding house construction of Seven Middle School, this dissertation summarize some beneficial strategy and modus operandi which makes many secondary schools take advantage of BOT method to do well to schools basic construction, creat beautiful study environment, and promote the secondary education to better development in the condition of short finance.
