IV IV STUDY ON THE DEVELOPMENT OF SOCIAL ORGANIZATIONS IN THE URBAN COMMUNITY ——TAKE TIANLIN COMMUNITY IN XUHUI DISTRICT OF SHANGHAI FOR EXAMPLE ABSTRACT Nearly 30 years of reform and opening up has created an unprecedented change in the divine land of China. In this historical process, the socialist market economic framework has been basically established in the economic area, and the goal of democracy has become more and more clear in the political field. Although the reform in the social sphere showed a relatively slow pace by comparison, the reform trends in the social field is inevitable the development in above three major areas is mutual promoted and mutual restrained. The impact on the traditional state-owned enterprises derived from the market economy directly results in a large number of staff separating from the state-owned units and pouring to the community. Meanwhile, changes of government PAGE PAGE VI function and restructuring of institutes have made lots of original social functions which committed by the government to transfer. It is very urgent to promote the development and maturity of social system in order to cope with current problems. The transformation of government mechanism has attract more and more attention for the community-building, and with the governments guidance and encouragement, all urban communities have strengthened their public management and service functions so as to promote regional economic and social development. However, the construction of urban community in our country is still in its initial stage with the lack of sense of community for urban residents, most of communities under the guidance of government are only playing government agencies like function in stead of the true sense of social organizations that can geographically and psychologically condense the residents. With the promotion of community construction, as a new type of basic-level civil organization, social organization in the community has achieved c
