PAGE PAGE 1 内容摘要 资本是所有企业生存和发展最关键的问题，资金支持对企业的生存和发展起 着决定性的作用。但是, 在我们国家以及全世界范围内许多中小型企业往往因缺 少经营和发展所必需的资金陷入困境。目前，我国广大中小白酒企业所遇到的融 资难正是中小企业融资困局的一个缩影，非常具有代表性。在经过 10 年的黄金 期发展，广大中小白酒企业在地方政府多种优惠政策的支持下、在火热消费市场 的推动下，实现了飞跃发展，企业规模倍增，成为地方税收的重要来源，也对当 地农民增收和就业起到了积极的推动作用。但是近年来，随着我国宏观经济下行, 白酒消费市场疲软等多重因素的影响，加之，白酒企业的“塑化剂”“勾兑门” “假年份酒”等事件的曝光，广大白酒企业销售收入锐减、融资困难，特别是中 小白酒企业更是经营惨淡，整个白酒行业迎来了前所未有的“寒冬”。进入 2013 年以来，我国中小白酒企业融资贵、融资难的问题日益突出，而且随着中国经济 增速的进一步放缓，这一问题有日益严重的趋势，甚至部分中小白酒企业已经发 展无法通过正常途径从银行筹集到经营发展所需资金的局面。 “酒城”泸州作为我国重要的原酒供应基地，白酒产业发达，全市范围内拥 有大大小小白酒企业 1000 多家，下游客户遍及全国各地。2012 年，泸州市委、 市政府先后出台了《关于加速推进千亿白酒产业发展的意见》》、《泸州市白酒产 业“十二五”发展规划》等文件,在做大做强泸州老窖和郎酒的同时，培育壮大 中小白酒企业，巩固提升“中国酒城”产业龙头地位。截止 2013 年年末，泸州 市全市的白酒产业实现销售收入 723.7 亿元，增长达 16.8%，实现规模以上增加 值达 356.6 亿元，占全市生产总值的 31.27%。由此可见，研究泸州中小白酒企 业融资问题对于解决我国中小白酒企业融资问题具有重要现实意义。本文综合分 析金融机构、政府和泸州市中小白酒企业三方的情况，对研究分析泸州市中小白 酒企业融资困难的原因，力求为拓展中小白酒企业融资渠道、规范企业融资以及 完善企业融资方式提供新的思路和方法。 关键字：泸州；中小白酒企业；融资 Abstract Capital is the enterprise survival and development of all the key problems, financial support to the survival and development of enterprises play a decisive role.
