II II ABSTRACT 21st century is an era of dynamic development of knowledge economy and the science and technology is becoming a decisive force in development of economy and society, thus the enhancement in the self-innovation ability has been put forwards as one of the national strategies in our country. The governmental input to the science and technology, as a strategical investment, has strong leading and pushing force for input to the science and technology in a region and county and affect the increase of national sci-tech advancement and national competitivenes. The increase in the input to the science and technology has been a strategy to enhance the national competitive edge in todays advanced countries and newly industrializing countries. However the total amount and intensity of the input to the science and technology is still not enough, the structure is not reasonable, and the basic condition of science and technology is poor. The scarcity in the input to the science and technology by Chongqing government has affected in a sense and limited the directing role of governmental sci-technological outlay and confined the enhancement of sci-technological innovation. In this paper, the author has started from the the system of governmental sci-technological outlay of the country, and basing on the economic theory and the real condition, put the emphasis on analysing the characteristics of and the current problems on Chongqing governmental sci-technological outlay, and explored the effects of the municipal financial input on the science and technology on the technology and economy in Chongqing. In this paper, the exact and detailed data are employed to analyse and assess the sci-technological development and input. Then the relative model of GDP、RD fund and financial input to the science and technology is constructed from great amount of calculation.
