湖南科技 湖南科技大学硕士学位论文 I I 摘 要 2007 年 12 月，国务院批准建立长株潭城市群为全国资源节约型和环境友好型社会 建设（以下简称“两型”社会建设）综合配套改革试验区。“两型”社会建设的关键是加 快转变经济发展方式，推进经济又好又快发展，促进经济社会发展与人口、资源、环境 相协调，而产业结构的优化和配置，在长株潭城市群“两型”社会建设中具有基础性和 战略性的重要作用。本文基于“两型”社会建设的视角，以长株潭城市群研究了长株潭 城市群为立足点、以长株潭工业产业结构为对象、以资源和产业结构优化配置为目标， 对长株潭城市群“两型”社会建设存在的问题及对策进行研究和分析。 本文的研究沿着“理论研究——问题研究——对策研究”的思路，首先梳理城市 群产业结构优化的理论基础；然后对长株潭城市群工业产业结构进行 SSA 实证分析，发 现长株潭城市群虽然存在工业产业结构同质化问题，但通过 SSA 分析发现长株潭城市群 工业产业竞争力：区域竞争力偏离分量较大，产业结构效果指数、竞争效果指数和相对 增长率都大于 1，表明长株潭城市群整体工业产业结构较优，产业结构调整对工业总产 值增长做出较大贡献，工业产业竞争力较强；最后根据长株潭城市群工业产业结构优化 的原则和目标，基于实证分析结论和对“两型”产业发展国外经验的借鉴，对长株潭城 市群工业产业结构优化策略提出了具体的建议：（1）推进高新技术产业的发展，提升该 城市群的现代化综合实力。（2）加快发展绿色工业。（3）利用现代高新技术发展资源节 约技术，优化产业结构，提高产业综合竞争力。（4）加强该城市群的全面合作。 关键词：长株潭城市群；产业结构；优化；升级 湖南科技 湖南科技大学硕士学位论文 III III Abstract In December 2007, the state council approved to establish changsha-zhuzhou-xiangtan urban agglomeration as national resource conservation and environment friendly society (hereinafter referred to as the two type society construction) for synthetically reform testing district. The key of two type society construction is to speed up the transformation of the mode of economic development, develop the economic quickly and well, and promote economic and social development and the population, resources and environment in coordination, the optimization of the industrial structure and configuration play a fundamental and strategic role in the building of changsha-zhuzhou-xiangtan urban agglomeration two type society. This paper is based on the perspective of two type society construction, studies changsha-zhuzhou- xiangtan urban agglomeration as foothold, regards changzhutan industrial structure for object and the resources and the industrial structure optimization allocation for the target, researches and analyzes the existing problems of changsha-zhuzhou-xiangtan urban agglomeration two type society construction.
