In modern times, any engineering activities must be“designed” first, which means engineering design is the “pilot”link in engineering activities. Moreover, engineering design is the overarching aspect of the whole activities. Because of its importance to engineering activities, the consideration of engineering design phase from the perspective of ethics is the core of the ethical value of the consideration of the entire project activities. Firstly, this paper takes the Central Plains Economic Zone construction as the study background. According to the characteristics of regional economic development, a general introduction of the Central Plains Economic Zone and its developing situation will be made, based on which the engineering design will be introduced and its features and importance will be elaborated. Then through the engineering ethical problems involved in the case of construction projects at home and abroad, the ethical responsibility what designing department or designers should bear is clarified, and three ethical dimensions that should be reflected in the project design are proposed. Finally, analyze how the engineering designers strengthen their ethical awareness and should be brave in bearing the social ethical responsibilities during the engineering activities.
