II II Abstract After the adoption of safeguard of intangible culture heritage Convention in 2003, all the countries in the world gradually pay attention to the safeguard of intangible culture heritage. However, in the recent years, natural disasters frequently occurred in our countries, life and property suffered enormous losses, including the intangible culture heritage. The major natural disaster takes a significant impact on the intangible culture heritage, including the inheritors of intangible culture heritage, environmental integrity and the place of the “static protection”. Therefore, government and academic circles had paid more attention to the study of the safeguard of intangible cultural heritage and the emergency response mechanism of it, which have the great important theoretical significance and practical value. According to the features of intangible culture heritage and the basic results of intangible culture heritage protection in major natural disasters in our countries, in my opinion, to promote the research work carried out, the key point is address the protection of the manager’s outstanding problems. Recently, the concrete manifestation of these problems is that the protector did not safeguard of the intangible culture heritage in disasters very well, which because of the protector did not pay attention to the safeguard of it. Such as, it will result in lacking human, technology, material and financial resources when disaster strikes if the government could not pay more attention to the protection work. What‘s more, the weak strength of professional protection team and the public awareness is not strong are also the main factors to cause the problems of safeguard of intangible culture heritage. According to the emergency management processes, I think, to solve the problems above, we should build the emergency mechanism of the intangible cultural heritage protection in major natural disasters from three aspects: at first, including the preplans-
