中 文 摘 要 伴随着我国实行改革开放和建立社会主义市场经济体制以来，已经逐步从计 划经济体制向市场经济体制转变，国家管理经济也由原先直接的微观管理转变为 利用法律、行政、经济等手段进行宏观调控，统计管理体制也在相应地转变，“在 地统计”的实行，符合国家、经济和社会发展的需要。随之而来，基层统计工作 在“在地统计”制度的推动下，发生了巨大的变化。 论文从我国统计的基本理论和现行统计制度出发，对统计的含义、职能、统 计工作的任务和常见的工作方法进行了概述。阐述了我国政府统计体系、政府综 合统计机构的构成、地方各级统计机构的职责以及基层统计工作的重要性。论述 了统计管理体制，回顾了天津市实行“在地统计”的发展历程，阐明了“在地统 计”的必要性。 根据对南开区第一次和第二次经济普查基本单位的构成、法人单位的分布情 况和 GDP、财政收入等指标的分析，分析了南开区实行“在地统计”后，统计工 作对区域经济和社会发展的重要作用。结合区县统计工作的实际，通过实例分析， 从制度、工作方式和人员素质三个方面总结了基层统计工作面临的问题。借鉴国 外具有典型的集中型、分散型和混合型的国家统计体制的美国、加拿大和德国的 经验，并吸收我国其他城市“在地统计”改革中好的经验和措施，结合天津市基 层统计工作的实际情况，针对基层统计存在的问题，提出建议和对策。 关键词：基层统计工作 统计体制 在地统计 Abstract Along with the reform and development of our country socialist market economy system, our country has been gradually transformed from the planned economy to the market economy system, the national economic management by the original direct and micro management into using the law, administrative, economic and other means of macro control, statistic management system also in the corresponding change, “ Statistics in the Subdivisions ” implemented, accord with the national, the requirement of economic and social development. Comes with the statistical work in “Statistics in the Subdivisions”, pushed by changed greatly. This article is simply introduced the basic theory and current statistical system in our country. It also mentions the meaning of the statistics, the function, and the statistical work of task and common methods of work. Introduced the government statistics system, the government of comprehensive statistics institutions of local governments at various levels, statistics institutions of the duties and the importance of the statistical work. Expounds the statistic management system, reviews of Tianjin “Statistics in the Subdivisions”process, introduces its necessity. And according to the first and second economic census basic unit structure, corporate units and distribution of GDP, financial income and index analysis, this paper briefly int
