我国现代服务业地区分布制约因素及解决途径研究 　　[摘 要]在对现代服务业进行界定和分类的基础上，利用《中国统计年鉴》和《第三产业统计年鉴》数据，对我国现代服务业的发展现状和地区分布进行分析。分析结果表明，我国现代服务业的发展总体向好，但结构仍需优化。对中部、东部、西部的分区域分析表明，我国现代服务业的地区分布梯度差异较为明显。据此，总结当前我国现代服务业发展的制约因素，并提出相应的解决途径和政策建议。 　　[关键词]现代服务业；地区分布；制约因素；解决途径 　　[中图分类号]F719 [文献标识码]A [文章编号]1671-8372（2017）03-0057-07 　　Study on the regional distribution， constraints factors and solutions of modern service industry in China 　　GAO Xiu-juan1， PENGN Chun-yan2 　　（1. Institute of Science and Technology Development Strategy， Ministry of Science and Technology of the People’s Republic of China， Beijing 100038， China） 　　Abstract：On the basis of defining and classifying the modern service industry， this paper analyzes the current situation and regional distribution of China’s modern service industry by utilizing the data of China Statistical Yearbook and the Statistical Yearbook of the Service Industry. The analysis shows that the overall development of China’s modern service industry is generally good， but the structure still needs to be optimized. The analysis of the central， eastern and western regions demonstrates that the gradient difference of regional distribution in China’s modern service industry is obvious. On this basis， the paper summarizes the restricting factors of the development of China’s modern service industry， and puts forward the corresponding solving ways and policy suggestions. 　　Key words：modern service industry； regional distribution； constraint factors； solving ways 　　一、引言 　　在我国，1997年9月中国共产党十五大报告首次提出了“现代服务业”这一概念；2005年10月第十六届中央委员会第五次全体会议通过的《中共中央关于制定十一五规划的建议》提出优先发展现代服务业。21世纪以来，随着技术创新以及经济结构由“工业经济”向“服务经济”的转型，服务业在世界经济发展中的贡献逐渐增加，国际产业转移背景下，欧美发达国家大力发展高附加值的现代服务业。我国经济目前正处于深度转型过程中，过去的经济增长方式面临资源环境约束，因此很多地区都逐步“退二进三”，寻找经济发展的新增长点。近些年来我国出现了许多新型服务业态和发展模式，服务业产业形态更趋于现代化。现代服务业越来越成为我国国家和地区经济增长的支柱产业。 　　国际上，现代服务业最早是由美国社会学家丹尼尔?贝尔在1937年提出的，他在《后工业社会来临》一书中强调后工业社会的服务业应该是现代服务业。目前，现代服务业在国外有不同的理解，被称为知识密集型服务业[1-2]、高级生产性服务业[3]、第四
