摘 摘 要 I I 摘 要 我国人口老龄化的程度越来越严重，老年人的养老问题已经成为社会关注的 热点。我国传统家庭养老功能逐渐在弱化，机构养老缺陷亦愈来愈多，在此背景 情况下更能满足养老需求的社区养老服务模式就诞生了。然而，从社区养老服务 模式实施过程与地区差异性来看，城市社区养老服务投入问题尤为突出；在城市 社区养老资源投入方面，老龄化进程加速与养老资源稀缺，两者间的矛盾不断加 剧，使得我国城市社区养老服务投入机制面临巨大的压力；在城市社区养老服务 投入机制方面，存在着现有整合机制资源投入整合利用不力、资金不足、理论缺 乏整合性、机制主体规制不清等问题，使得城市社区养老服务投入机制陷入困境， 使得社区养老发展不前。 在此背景下，为了解决城市社区养老服务投入机制面临的困境，健全城市社 区养老服务投入机制，满足城市社区老年人日益增长的多元化养老需求，本文提 出构建城市社区养老服务投入整合机制。本文旨在对城市社区养老服务投入机制 的现状与问题进行深入分析，进而找出城市社区养老服务投入机制存在理论缺乏 整合性，资金不足，投入资源互补协作不良、效益不优，主体间权责利规制不清 等方面的问题。其次，在存在问题分析基础上，结合社会福利多元化理论、投资 理论、整合理论，提出构建城市社区养老投入整合机制的设想。最后，对此机制 的设计机理、设计规制与实现分别进行了合理性、科学性和可行性分析，以验证 城市社区养老投入整合机制的必要性与优势。 关键词：城市社区养老，机制问题，整合机制构建 ABSTRACT ABSTRACT PAGE PAGE IV ABSTRACT Our aging population is becoming more serious, pension problems of the elderly has become the focus of attention. Weakening and institutions of traditional family pension function defect makes it suitable for the elderly needs to develop community-based care services model. However, from a model of community-based care services and regional differences in the implementation process, the urban community-based care services put in issue is particularly prominent. In urban communities pension investment resources, accelerate the aging process conflicts with the scarcity of resources between the growing endowment, making the city into the mechanism of community-based care services face tremendous pressure. Community-based care services in urban investment mechanism exists to integrate existing resources into the integrated use of ineffective mechanisms, lack of funds, lack of integration theory, the main regulatory mechanism is unclear and other issues, making the urban community-based care services put mechanisms in trouble, making community endowment development not before.
