Abstract Clusters have become the mainstream mode of domestic or foreign SMEs, and also an effective way to enhance the competitiveness of SMEs. SME clusters make a single SME out of the past disadvantage position in innovation, capital, marketing, disable to compete with large enterprises and play a important role in enhancing the competitiveness of SMEs. Currently in China, a large number of small and medium enterprises clusters has formed. They play an important role at easing employment pressure, increasing exports, promoting economic growth and foreign exchange and other aspects. However, there are still some problems to be solved in the development process of the SME clusters. such as: lack of a reasonable division of labor, brand is not obvious, the lack of continuous innovation, risk-resisting ability, intermediary service institutions within the cluster is not perfect. Such factors would restrict sustainable development of SME clusters. Paper is divided into six parts. First chapter is an introduction, describes the purpose and significance of this study, research ideas, and major innovation. Chapter II reviewed on the related theories of SME clusters, the enterprise cluster theory, theory of cluster competitiveness, cluster competitiveness evaluation clues, and gradually in-depth description Research in this field at home and abroad. Chapter III based on qualitative evaluation and quantitative evaluation of the design principle of combining a SME cluster competitiveness evaluation index system. Chapter IV introduces the Delphi method and the main level of analysis, and discusses how to build on the main level of analysis of the comprehensive evaluation model. Chapter V take Shi Jiazhuang SME clusters as the sample, using this design evaluation model of competitiveness of SME clusters comparative evaluation, the final clusters based on the findings that the existing deficiencies, and provide targeted cluster is given competition power views.
