中文摘要中文摘要中文摘要软件产业是国民经济中增长最快的新兴产业，对国民经济的带动作用十分巨大，它直接关系着我国产业的信息化水平，也对国民生活有着较为深远的影响。然而我国软件产业的发展现状并不尽如人意，自主创新能力较低、出口能力不足、国际竞争力较低、处于产业价值链低端以及盈利能力较低等等。本文将从国家制定的产业技术政策入手对软件产业各个阶段进行深入而细致的分析，再从产业国际竞争力的角度进行实证分析，探索软件业产业政策的症结所在，捺究适合我国国惰的软件产业政策。全文以软件产业各个时期的产业技术政策以及软件业的发展情况为主要研究对象，探索软件产业各个时期软件产业技术政策的不足之处。为了摸清产业技术政策与软件产业之间的密切关系以及作用机理，本文从软件产业定义以及产业技术政策的概念范围入手，以软件产业自身特点为出发点，探究产业技术政策对软件产业的影响路径(第二章)。接下来按图索骥，在软件产业发展的各个阶段并结合当期的产业技术政策，对软件业的发展成果以及不足之处进行深入探讨，探索各个时期软件产业发展不足的原因〈第二章 )0.以软件产业国际竞争力为研究对象，设定指标模型进行实证分析，寻求产业国际竞争力不足的原因(第四章)。基于前几章的细致分析，试阁寻找我国软件产业的政策方向，本文提出在借鉴北京经验的基础上，建立以产业技术政策为核心的产业政策体系，做到长远目标与近期目标相结合，促进软件产业结构奸级，推动软件产业更快更好发展。关键词 z 软件产业产业技术政策产业国际竞争力 ABSTRACT ABSTRACT ABSTRACT 叽le 80位ware industry is the fastest growing emerging industry in national economy，and it plays a huge role in the national eωnomy and it is directly related to the level of indu8try infomationization ，but a180 has a more profound impact on the national life.
