摘 摘 要 重庆理 重庆理工大学硕士学位论文 I I II II 摘 要 在知识经济时代，专利是引领企业经济增长和市场前进的一个强有力的发动机， 提高企业综合竞争力的内涵离不开专利战略的构建与实施。信息产业作为重庆市打造 西部技术标准高地的重要版图，对于促进全市产业经济结构调整，扩大内部开放高地 的建设具有重要意义。在面对前所未有的产业暴增局面和严峻的市场竞争环境下，重 庆市信息技术企业能否有效地运用专利战略来保护和提升自己，必将成为企业发展成 败的关键。因此，企业必须要将专利战略上升到第一战略储备的高度。 本文在对企业专利战略管理理论梳理的基础上，主要运用多种定量与定性方法分 析了影响重庆市信息技术企业专利战略的内外部环境因素，并试探性提出了战略制定 的一般性步骤模式，从而为企业更有效地制定和实施专利战略提供了方法上的支持和 意识上的提升。重庆海扶（HIFU）作为重庆市信息产业发展中的佼佼者，近年来有 了很大的发展，其核心技术——高强度聚焦超声治疗处于居国际领先地位。因此，本 文对海扶（HIFU）的经营状况和专利战略实施情况进行了一定的调查分析，并且围 绕海扶科技专利战略的成功实例进行了实证分析。 关键词：企业专利战略；信息技术；重庆；专利 Abstract With the advent of knowledge economic era, patent is a powerful engine which leads the company economic growth and market forward. Improving the comprehensive competitiveness of enterprises can’t go without the construction and implementation of patent strategy. As the important landscape of the western technical standards highlands what Chongqing wants to build, Information industry plays a significant role in improving industrial and economic restructuring and expanding the building of internal opening highland to Chongqing. In the face of the unprecedented exploded industrial situation and the severe market competition environment, whether the Information industry of Chongqing used patent strategy to protect and enhance itself effectively is the key to the success of enterprise development. So, the patent strategy should be rose to the height of the first strategic reserve. Based on studying the theory of enterprise patent strategy management，this paper analyzes the internal and external environmental factors that influence the Information industry enterprise patent strategy of Chongqing, and tentatively puts forward the general steps mode of setting strategies.
