理论与实践国家传播学发展新气象 　　摘要：?对国家传播的理论建构、全球化时代的“一带一路”发展以及国家传播研究等诸多议题，近百位专家学者在陕西师范大学举办的“第二届国家传播学高层论坛”中进行了热烈讨论。会议就国家政治传播与国家文化传播、国家形象建构与国家对外传播、网络媒体空间中的国家传播、“一带一路”建设视野中的国家传播研究、国家传播研究的话语学视角、国家传播研究的修辞学范式等6个维度进行了深入全面的交流和探讨；研讨认为，国家传播的伦理秩序、研究主体呈现多重新向度，应逐渐尝试去西方化，重视不同范式之间的更替和累积性的理论建构；尤其在全球治理框架下“一带一路”的媒体合作问题，需要国家政府、地方政府及媒介机构在不同区域经济发展、跨区域问题解决方面进行深度沟通，还应利用“话语转向”的建构主义安全化理论来面对国家/国际安全的重大挑战，为中国叙事全球化架桥铺路。 　　关键词：国家传播；国家传播学；一带一路；话语转向；网络媒体 　　中图分类号：G2062 　　文献标志码：A文章编号2017 　　[GK-2！-2] 　　Theory and practice： the new trend of the development of 　　national communication study 　　[HJ*2/3][HJ] 　　[WT4BZ]――a summary of the second highlevel forum on national communication study 　　HE Wei， ZHANG Qian 　　（School of Journalism and Communication， Peking University， Beijing 100871， China） 　　Abstract： Based on theoretical construction of national communication， development of “The Belt and Road” in the era of globalization and national communication research， nearly one hundred experts and scholars had a heated discussion in “the second highlevel forum on national communication study” held by Shaanxi Normal University. The conference has conducted indepth and comprehensive exchanges and discussions on the following six dimensions： communication of national politics and culture， national image construction and national external communication， national communication in the network media space， national communication research in the construction of “The Belt and Road”， discourse perspective of national communication research， rhetoric paradigm of national communication research.
