应急产业创新创业环境分析和双创模式研究 　　[摘 要] 应急产业作为新兴产业，近年来得到了国内外的高度重视，我国先后出台多项政策进行扶持，但是?c发达国家相比仍不成熟，在标准制定、产业协同、科技创新、社会化等领域存在一定的差距。尤其是应急产业科技创新方面还较为薄弱，整合力度不强，社会参与度较低。国家大力推动“大众创业、万众创新”工作，创新创业是提升应急产业科技能力的有效手段，是推动应急产业实现创新驱动发展战略的重要支撑。本文以应急产业国内外发展现状、科技创新现行模式及面临的问题为出发点，分析创新创业对应急产业科技能力提升的核心作用并找出影响其发展的关键因素，提出基于产业链协同的应急产业“双创”模式和支撑能力，为应急产业科技创新能力提升提供决策参考。 　　[关键词] 应急产业；创新驱动；创新创业；“双创”模式 　　[中图分类号] F426 [文献标识码] A [文章编号] 1671-0037（2017）8-69-3 　　Analysis on Innovation and Entrepreneurship Environment of Emergency Industry and Research on Double Creation Mode 　　Fan Chuanchuan Yang Ling 　　（Xinxing Cathay International Group Co， Ltd.， Beijing 100020） 　　Abstract： As an emerging industry， the emergency industry has been attached great importance at home and abroad in recent years. China has introduced a number of policies to support it， but it is still not mature in comparison with the developed countries， such as in standard setting， industrial cooperation， scientific and technological innovation and socialization and other fields， there exists certain gap. Especially in the emergency industry， scientific and technological innovation is still relatively weak， the integration is not strong， and the social participation is low. The country vigorously promotes the public entrepreneurship and innovation work， innovation and entrepreneurship are effective means to enhance the emergency industry scientific and technological ability， and important support to promote the emergency industry to achieve innovation-driven development strategy.
