开展城市建设用地集约利用的规划探析 　　摘要： 为保障城市的健康持续发展，缓解城市建设用地需求与土地有限供给矛盾，城市建设用地必须走节约集约之路。采用归纳分析、对比分析论证当前开展城市建设用地集约利用规划的必要性，指出开展城市建设用地集约利用规划是建设资源节约型社会、完善城市建设用地管理和提升城市建设用地总体价值的需要，并找出现行城市建设用地集约利用中主要存在管理未实际履行、规划体系缺失、缺乏系统性等问题，最后提出要从明确目标定位、开展编制工作、完善组织管理、加强专题研究、健全监管机制、建立考核体系等方面来开展城市建设用地集约规划。 　　Abstract： In order to safeguard the health of the citys sustainable development， and to ease the contradiction between urban construction land demand and the limited supply of land， urban construction land must walk the road of intensive conservation. Using inductive analysis，comparative analysis， the paper demonstrates the necessity of carrying out intensive use of land for urban construction planning， and points out that it is to build a resource-saving society， to improve the management of urban construction land and to enhance the overall value of the land for urban construction， and identify the problem of including the main management is not the actual performance， lack of planning system， the lack of systemic issues. Finally， it points out that we need carry out intensive use of land for urban construction from the clear targeting， preparation work， improving the organization and management， case studies， and improving the regulatory mechanism， establishing the evaluation system. 　　关键词： 城市；建设用地；集约利用；规划 　　Key words： city；land for construction；intensive use；planning 　　中图分类号：TU984.11+1 文献标识码：A 文章编号：1006-4311（2013）14-0007-02 　　0 引言 　　伴随着工业化、城镇化进程的加快，城市建设用地集约利用受到众多学者的关注[1-5]。但现行对于城市建设用地的集约利用研究多侧重于从评价方面进行[6-8]，而对于规划的研究几乎处于空白。 　　目前，国内仅上海市和湖南长沙开展了城市建设用地集约利用规划的相关探索，但未从系统、全面的角度进行研究。 　　基于此，本文拟通过论证开展城市建设用地集约利用规划的必要性，分析当前城市建设用地在集约利用中存在的问题，最后提出开展城市建设用地集约的对策建议，以全面推动城市建设用地资源的合理开发和高效利用。 　　1 开展城市建设用地集约利用规划的必要性分析 　　1.1 建设资源节约型社会的需要 　　节约集约利用土地作为发展循环经济和建设节约型社会的重要内容，受到国家的高度重视。党的十八大提出“加快建立生态文明制度，健全国土空间开发、资源节约、生态环境保护的体制机制”。国发〔2008〕3号文件指出“将节约集约用地的要求落实在政府决策中，落实到各项建设中，科学规划用地，着力内涵挖潜。”2012年国土资源部出台的《国土资源部关于大力推进节约集约用地制度建设的意见》（国土资发〔2012〕47号）提出了“规划管控、计划调节、标准控制、市场配置、政策鼓励、监测监管、考核评价、共同责任”八项制度。通过建设用地集约利用规划，推动经济发展方式转
