ABSTRACT The criterion in valuation of engineering quantity list，which produced by construction departmen t， was brought into effect in July 1，2003. The criterion indicated that the form ofbill quantity in construction project has been changed :from tota} price contract to unit price ∞ntract and the form of ∞st control mode in construction project has been changed 企om quantity and priωsyncretism to quantity and priωsepar邸.The conversion ofform ofbill quantity must lead to the transformation of the quotation strategy in bidding. Unbalanced bidding is the most common strategy in quotation ofthe form ofbill .. quantity，so the tend臼ee took more attention on how ωmeet the unbalanced bidding. Combined with several years experiences in management practice of construction project，this pap町 researched the related problems ofunbalanced bidding. Fir州队 the concept and the main forms of unbalanced bidding were introduced， 也eωuses which generated it and the results it brought were analyzed，and the problems which produced during the exercise of unbalanced bidding were concluded. Secondly，the s位ate目es and principles in the process of unbalanced bidding were advanced ，based on this the mathematic model was established and a related example was given. Thirdly，由e identification and re叩ond measures wαe discussed and the related legal problems which generated in the practice of unbalanced bidding w町e researched. Finally，the unbalanced quotation bidding problems in international construction were introduced.
