华 华 中 科 技 大 学 硕 士 学 位 论 文 ABSTRACT Decentralization is the basis for all public sector reforms in the developing world. All programs of poverty reduction, the centerpiece of government programs in developing countries, make decentralization a must. Considering its importance, decentralization is at the heart of the overall policy of successive Malagasy Republic. However, this has been a challenge for the government because of the resources, means and methods that should be used for its effective implementation. This work reviews some of the most important reasons for decentralization challenges in the country since post-colonial to the present day. It will examine the conceptual values of decentralization, then goes on to describe the process of its implementation, and that will take us deeper into the understanding of the undeniable implementation issues. Most importantly, we will try to identify the causes of difficulties in setting effective decentralization in its administrative aspects. This thesis proposes to put into perspective the whole process of decentralization in Madagascar. We will try to outline a presentation as clear as possible of the situation of decentralization in the country. However, the main goal in this study is not only to trace the various steps of decentralization, even if the description is more appropriate to reflect the Malagasy administrative context since Independence. A more dynamic approach in the analysis of the problem is used by raising the difficulties of implementation of decentralization policies. The reflection that was intended to be shown through this thesis is indeed assigned to a threefold mission. The approach will, first, be to identify problems from their concrete manifestations (description), then, to make an assessment of the situation (analysis) before suggesting directions (prescription). The result of this study will assist government policy makers in finding a viable solution that can lead to the revitalization
