And this paper focused the introduction in programming especially the content and features of programming directions and made a summary for the problems in the programming of urban green space system in Shandong province. Then this paper constructed the comprehensive evaluation system of urban green space system. Based on discussing the necessity and principles of constructing scientific evaluation system, this paper established 17 evaluation index and evaluation classification which were per capita area of park green space, ratio of green space, percentage of greenery coverage, the comprehensive park index owned by million people, rationality of plant configuration, accessibility of park green space, oxygen’s green index, evenness of park green distribution, index of cutting the use of indicators of heat, the amount of fixing carbon and releasing oxygen, absorbing the harmful gases, the function of water conservation, vacuuming sluggish dust capacity, urban natural characteristics, the green landscape recreation attract degrees, the cultural value of the green landscape and so on in the aspects of planning green quantity, green space layout, ecological benefit and landscape evaluation. And this paper identified and tested the weight of each indicator through analytic hierarchy process. Then the comprehensive evaluation system of urban green space system was constructed. Finally comprehensive analysis and evaluation of Jinan urban green space system planning were made by the evaluation system of the urban green space system established with analytical hierarchy process. The results indicated that the plannning of Jinan urban green space system was at a higher level and the synthesis index was 0.7183. The result reflected the urban green space system plannning in Jinan City was reasonable as a whole and finally some recommendations were gived out.
