Abstract As an important economic lever and economic development booster, preferential tax policy plays an important role in promoting regional economy,coordinating regional development.Although relatively underdeveloped in Hunan, with its unique natural resources and ecological environment, xiangxi region has a special status in the process of the provinces regional coordinated development, enriching province, acts as a foundation role in building a moderately prosperous society, and has a strategic position in upgrading and adjustment of economic structure and achieving sustainable development. Now,Xiangxi Economic Development Zone is in the initial stage, its infrastructure construction, industrial construction projects, including the overall investment environment all need support from the government . For Xiangxi Economic Development Zone, the aim of preferential tax policies is to attract and create a relaxed environment for investment, expand financing channels.,and actively attract social capital to participate in the development of Xiangxi. Meanwhile by using the form of tax breaks and other preferential tax polices, in attracting focused investment projects alternatively, and taking advantage of the long-term effects of the tax incentives, to adjust the industrial structure, promote the optimal allocation of resources for the purpose, integrated drive Xiangxi coordinated economic development. Furthermore, in condition of poor financial strength, low management level and technical capacity, and insufficient Staff competence, preferential tax policies can provide local national enterprises with more development opportunities and enable them to strengthen their competitiveness, and take up the mission of driving the national economy development as soon as possible .
