民政优抚医院财务管理问题及对策的探讨   摘要:财务管理在医院经营管理活动中占重要地位,医院经营决策都应以财务核算为依据,财务管理渗透到医院的各个领域各个环节。随着我国市场经济的发展,医疗卫生体制改革的深化以及财政对医院拨款的逐年减少,医院内、外部环境都发生了巨大变化,现阶段医院的财务管理工作就显得尤其重要,民政优抚医院多为复员军人疗养院改制而成,建院早、底子薄,所以,加强医院财务管理,提高医院经济效益,促进医院健康发展,提高民政优抚医院在市场经济条件下的竞争力,提升医院整体效益有着重要意义。   关键词:优抚医院 财务管理 对策探讨      The civil administration gives special care to the hospital financial control question and the countermeasure discusses   Wang Zhigang   Abstract:The financial control occupies the important status in hospital management and operation,the hospital management decision??making all should take the financial calculation as the basis,the financial control seeps to hospital each domain each link.Along with our country market economy development,the health organizational reform deepening as well as the finance reduce year by year to the hospital allocation,in the hospital,the external environment all had the huge change,the present stage hospital financial control work have appeared especially importantly,the civil administration gave special care to the hospital to become much for the demobilized soldier sanatorium remanufacture,constructs the courtyard,the background is early thin,therefore,strengthened the hospital financial control,enhanced the hospital economic efficiency,promoted the hospital healthy development,enhanced the civil administration to give special care to the hospital under market economy condition competitive power,promoted the hospital overall benefit to have the vital significance.   Keywords:Gives special care to the hospital Financial control Countermeasure discussion   【中图分类号】F230【文献标识码】B 【文章编号】1009-9646(2009)04-0137-02      财务管理是对医院有关资金的筹集、分配、使用等财务活动所进行的计划、组织、控制、协调、考核等工作的总称,医院财务管理是医院经济工作的核心,是医院管理的重要组成部分。民政优抚医院多为复员军人疗养院改制而成,建院早、底子薄,市场竞争力差,当前医疗市场竞争日趋激烈,何强化财务管理,找出优抚医院财务管理中存在的问题,促进医院经济发展,提高医院整体效益显得尤为重要和迫切。      1.民政优抚医院财务管理存在的问题      1.1 医院领导财务管理意识不强,财务队伍的整体素质不高。   由于民政优抚医院的特殊性质,大部分是老式计划经济下的疗养院改制而成,医院领导的财务管理意识并不强,在对医院进行管理的时候,只重视医疗业务管理,忽视了医院的财务管理,这样容易造成卫生资源的浪费,使医院的
