Abstrsact Urban villages in general refers to a certain scale of low and cheesy buildings. The urban villagers are still living in traditional agricultural habits, their basic living situation is outmoded and are in conflict with the citizens around them. The urban villages are both citied and georgic, in a marginalized situation. Urban village is a unique phenomenon in modern mainland China. It is a problem left by the collision of history problem and realistic problem. The chaotic and being out-of-order are blocking the running of the organized city. The demand of this reforming is also becoming increasingly urgent. The city of Xi’an has long been a great ancient capital of China, which also bears a great amount of historical burden for development. Therefore, it is helpful for the government to make a more effective and scientific policy and take a further step to solve the problems when facing the tough deal of reforming the urban villages if we make a deep analysis of the policies for village reforming and re-locating. This article mainly details the other cities inland which successfully or abortively dealt with the reforming of urban villages and then introduces the current situation, experience and historical lessons of Xians policy and operation. Then the author tells his own idea and suggestion for the points to be paid attention to and especially emphasize the ecological factors that are commonly neglected by former researchers and policy-makers. At the end of the paper, the author showed his own creative thinking and prospection of the reforming theory on domestic policy of urban village reformation and city development.
