中文摘要 民主是社会主义的生命。我国民主建设的路径是国家民主和社会民主的有机结合， 村民自治是社会民主在广大农村最广泛的实践。完善村民自治路径是提升村民自治能 力、培育民主政治内源动力的重要因素。基层民主化作为村民自治发展的“应然”状态， 只有依赖于“村民自治路径”，才能最终转化为民主的“实然”状态。村民自治本身也 只有在与其实现路径的互动过程中，才能得到有效发展。村民自治路径问题，是村民自 治发展乃至社会主义民主建设中的一个基本问题。深入分析制约村民自治发展的路径障 碍,探求其成因，然后有针对性地寻求有效路径，是文章所要达到的最终研究目标。 文章在研究中以马克思主义为指导，运用唯物辩证法、系统方法、结构功能方法、 历史方法、比较方法、调查实证法等，结合自治理论、民主理论、国家与社会关系理论 以及有关村民自治的法律和党的相关制度，将村民自治路径障碍及解决对策纳入理论分 析和探讨的视野。通过分析村民自治路径问题，认为村民自治路径障碍主要是民主选举、 民主决策、民主管理与民主监督不到位；指出路径障碍的主要原因是经济文化与法律制 度滞后，村委会与乡镇政府、村党支部与乡镇党委不协调；提出发展农村经济，提高村 民素质，发展村民组织，加强村民自治制度建设，构建良性的村民自治机制是促进村民 自治健康发展的有效路径。 关键词：村民自治；路径；制度建设；机制建设 I Abstract Democracy is the life of socialism. The building path of Chinas democracy is the organic integration between state democracy and social democracy, villages self-government is the most extensive practice of social democratic in the vast rural areas. The consummation of the path of villager’s self-government is an important element to promote the villager self-government ability and to breed democracy endogens power. As “ought to be” condition, the basic unit democratization takes the villager’s self-government development only then relies on “the villager’s self- government way”, can really transform to the democracy “being” condition. Only villager’s self-government itself interactive with the reality path can obtain the effective development. The problem about the path of autonomy of villagers is a fundamental issue of the villages self-government and even the building of socialism democracy. To analysis the barriers of villages self-government’s development deeply, to explore the cause of it and to find a solution is the ultimate goal of the paper.
