城市基础设施是城市发展水平和文明程度的意要支撑，是城市经济和社会协 调发展的物质条件。随着中罔城市化率的不断提高，城市人口的不断增加，对城 市基础设施的需求也不断增加。城市基础设施建设的发展，为城市化进程提供了 坚实的物质保障。 城市基础设施的建设和管理通常都较为复杂，涉及到城市性质、规模、发展 险 水平、建设各件、自然环境、民俗宗教等各个因素，城市基础设施建成后的效益 与效果将直接影响到广大群众生产生活的方方面面。如何更加有效的建设城市基 电 础设施，增强日常管理，提升运营效率，是当今一大课题。 / 基于此，本文结合一些重要的项目管理理论，对城市基础设施建设项目后评 价进行了初探，并理论联系实际，探讨了项目管理模式下，城市基础设施建设后 评价的理论与方法。 以杭州西湖风景名胜区截污纳管(市政排水)项目为案例，从项目后评价的 角度出发，分析项目的目标、过程、影响等方面因素，总结项目实施的经验教训， 对避免和减少浪费、提高项目管理效益和效果有一定借鉴作用。 关键词:城市基础设施;市政排水:项目管理:项目后评价 恤 恤 Urban Inft现structure is the impotant suppo眈 for the urban development and civi1ization level，and the physical condition for the urban economy and the social coordinative development. As the rapid rate of urbanization in China， the urban population is increasing steadily，50 the need of the urban infrastructure is increasingly on the rise. The development of the urban in仕astructure gives the firm physical guarantee to the process of urbanization. As for the importance of urban infrastructure ，and the construction of it is a little complicated ，involving the elements of citys character ，scale ，development level ， construction condition，natural enviroment，folk custom and religion.
