摘 要 2009 年 4 月，胡锦涛总书记到山东视察指导工作时提出了“山东半岛蓝色经济 区”的概念。2010 年 1 月 4 日，国务院正式批复《山东半岛蓝色经济区发展规划》， 山东半岛蓝色经济区上升为国家发展战略，这是我国第一个以海洋经济为主题、兼 顾海陆统筹的区域发展战略。山东半岛蓝色经济区的提出对山东来说意义重大、影 响深远，是我省科学发展、和谐发展的难得历史机遇。区域发展是一个全方位、多 层次的发展，在这个发展过程中财政政策起着非常重要的作用。研究促进山东半岛 蓝色经济区协调发展的财政政策对完善财政政策理论具有重要的意义，同时对其他 地区区域财政政策的制定也可以起到借鉴的作用。本文通过对山东半岛蓝色经济区 内各地区的主要经济指标，主要包括 GDP 总量、人均 GDP、GDP 增长率和居民人 均可支配收入进行分析得出各地区的经济发展状况和发展水平的差异，借鉴了发达 国家主要包括美国、德国和日本在制定区域经济政策方面的先进经验，并分析了从 中得到的启示，在这些研究和分析的基础上提出了适合山东半岛蓝色经济区发展的 区域财政政策，包括税收政策、转移支付政策等，促进地区经济协调发展。 关键词：蓝色经济区 区域经济 区域财政政策 Abstract April 2009, President Hu Jintao made an inspection tour in Shandong when the proposed Blue Economic Zone of Shandong Peninsula .January 4, 2010, the State Council officially approved the Blue Economic Zone of Shandong Peninsula Development Plan, the Shandong Peninsula Blue rose to national economic zone development strategy, and this is the first theme of marine economy, both land and sea co-ordinate regional development strategy. Blue Economic Zone of Shandong Peninsula proposed is of great significance and far-reaching, is of scientific development and harmonious development of the rare historical opportunity for my province. Regional development is a comprehensive, multi-level development, in this process, financial policy plays a very important role. Researching the fiscal policy of Blue Economic Zone of Shandong Peninsula has important theoretical significance in improving the fiscal policy. Analysis the regions different levels of development in Blue Economic Zone of Shandong Peninsula by the regions major economic indicators including GDP, per capita GDP, GDP growth and per capita disposable income.
