摘 要 演艺业“走出去”是我国文化“走出去”的重要课题之一。在国际演出市场， 来自中国的声音从无到有，逐渐发展，在国际演出市场上开创了文化“走出去” 的新局面。尽管演艺企业海外经营已有成功的开拓者，但推动我国演艺企业顺利 “走出去”离不开政策的引导和支持。 本文首先对政策脉络进行梳理，了解当前国家与地方政策的总体情况，再通 过对当前演艺业“走出去”的问题与海外政策导向的分析，为今后政策的规划和 制定提供参考。本文第一章介绍研究背景、意义、文献综述、概念界定、研究方 法和重难点。第二章对国内相关政策现状进行总结。第三章对我国演艺企业海外 经营的现状进行分析与总结。第四章回顾海外政策经验。第五章将国内外政策对 比，得出启示。第六章即为结论与政策建议。 在现有的经营海外业务的演艺企业中，企业的组成呈现一家领衔、多家发展 的结构。目前国有演出团体是支撑演出业生产能力的主体力量，也是“走出去” 的绝对主力。拥有海外发展实力的演出公司身兼多项职责，而众多民营企业在资 金、渠道等方面均处于弱势。结合国际经验，理清企业职能、设立组织致力于产 业和海外市场的基础研究、保持国际网络中的活跃度以及创新资助方法，都需要 在日后政策制定中得到关注。 关键词：演艺企业,中国,海外经营,政策研究 Abstract The performing arts industry’s going global is an important issue of Chinese culture’s going global project. In the international performing arts market, Chinese enterprises and plays gradually find the position and have created a new situation in the culture of going global. Although there have been successful pioneers in the overseas business of performing arts, to promote Chinas performing arts enterprises’ go global cannot be without the policy guidance and support. The essay firstly analyzes the relative policies to help understand the current situation, and then by analyzing the problem of performing arts industry going global and learn from overseas policy, some reference can be provided for future policy planning and formulation. The first chapter introduces the research background, significance, literature review, concept definition, research methods and difficulties. The second chapter summarizes the status of the domestic policy. The third chapter studies on the status quo of Chinas performing arts companies, analyzing and summarizing the operation overseas. The fourth chapter reviews foreign policy experience. The fifth chapter compares domestic and foreign policy. The sixth chapter is the conclusion and policy suggestion.
