ln the study of operation management for enterprise、s cross-regional development， the paper analyzed choice of the organizatio nal stru cture and control m odel 、 management and reservation of human resources ，especially training with middle and senior management talent，and to str巳ngthen employ巳es of enterprise、s sense of belonging in the localization process. In addition，it should be care about the coordination of cooperation and competition ，and the distribution of benefits is relative to risk. Finally，the paper selected the 甲 real estate enterprises to the empirical analysis . Through internal resource analysis and the investigation with the staff ，and using evaluation model h as been constructed ，it determine that the 甲 enterprises should choose the project company of inter-regional legal personality ，and proposed the corresponding cou ntermeas ures of all follow-up operational managemen t.
