福建农民创业园主导产业选择的研究 　　[摘 要] 创建福建农民创业园是福建省发展现代农业的重要举措，而选择合适的主导产业是农民创业园发展初期需要解决的首要问题。根据福建农民创业园主导产业选择的市场需求、技术进步、关联效应、比较优势、经济效益、社会效益等原则，在借鉴前人研究的基础上，确定了需求收入弹性系数、产业产值增加率、区位商、产值比重、经济带动力、人均产值系数、就业吸纳率和产业单位面积产值增加率等8个指标为研究指标，建立了福建农民创业园主导产业选择的指标体系。以平和农民创业园为例进行了福建农民创业园主导产业选择的实证分析，并从选准主导产业、培育主导产业和壮大主导产业三个方面对促进福建农民创业园主导产业的发展提出了对策建议。 　　[关键词] 福建农民创业园；主导产业选择；对策建议 　　[中图分类号] F30 [文献标识码] A [文章编号] 1009-6043（2017）11-0073-03 　　Abstract： The creation of farmers pioneer park is an important step in the development of modern agriculture in Fujian， and choosing the appropriate leading industry is the first problem that needs to be solved in the initial stage. According to the principle in terms of market demand， technological progress， correlation effect， comparative advantage， economic benefits and social benefits， and based on the previous studies， the study determines 8 indexes including the demand income elasticity coefficient， the industrial output value ratio， location quotient， the proportion of output value， economic driving force， coefficient of per capita output value， employment absorption rate and the increment rate of industrial output value per unit area as the study indexes， and establishes the index system. Whats more， the study analyzes empirically the Pinghe farmers pioneer park， and puts forward the countermeasures in terms of choosing， cultivating and strengthening the leading industry in pioneer park. 　　Key words： Fujian farmers pioneer park， leading industry selection， countermeasures and suggestions 　　一、问题的提出 　　创建福建农民创业园是福建省发展现代农业的重要举措。从2012年开始筹建以来，福建农民创业园的发展取得了巨大的成就，成为了产业集聚、科技成果体系、农民创业的重要平台。2016年6月，福建省政府又提出在十三五期间实施农民创业园新一轮的建设，计划建设66个福建农民创业园及创业基地，从而推进农业供给侧改革，带动农业发展方式的提升。 　　?m然福建农民创业园取得了很多成绩，但是福建农民创业园创建过程中，也面临一些问题，其中最突显的问题是以往福建农民创业园建设时，对主导产业选择的科学性不足，造成选择的产业没有充分发挥当地的资源禀赋，无法充分带动区域经济的发展。主导产业对区域经济的发展影响巨大，因此在福建省新一轮的农民创业园建设中，主导产业选择问题应得到足够的重视。 　　二、福建农民创业园主导产业选择的原则 　　在选择一个区域的主导产业时，必须综合考虑当地的实际情况。选取的指标能有明确的评价内容，能证明该产业的优越性。应选择客观公允的指标并全面考虑福建农民创业园的经济效益、社会效益和生态效益。指标选取时还应考虑实际可获数
