社区空巢老人权益的研究? 以淮南市潘集区为例 t商要：随着人口老龄化的快速发展，老年人数景不断增加，作为弱势群体的空巢老人权益的 保护越来越成为全社会不得不而对的热点和难点。虽然国家在1996年制定了《老年人权益 保障法》，但是由于立法本身的问题，这部法律在实际生活中对于保障老年人合法权益并未 达到预期的效果，尤其是空巢老人不断增多的今天。因此，当前对空巢老人权益的研究不仅 是重要的，也是很及时的。 本文分为五个部分。第一部分首先对“空巢老人”相关概念的阐述，并对空巢老人产生的背 景，存在的问题，意义等惜况进行分析；第二部分主要以淮南市潘集区为例，论述空巢老人 权益保障的现状;第三部分主要论述空巢老人权益保障存在的问题，并就问题分析相关原因; 第叫部分是通过分析发达国家老年人权益保障制度，得出对我国老年人尤其是空巢老年人权 益保障的法律保护的有益经验；笫五部分通过以上一系列的研宂，制定一些保障空巢老人权 益的制度措施。 关键词：空巢老人;权益保障； Empty-nesters Rights Research Community Abstract：With the rapid development of aging population,the increasing number of elderly people. As the protection of the empty nest elderly rights and interests of vulnerable groups is more and more become the hotspot and the whole society have to face the difficulty.The state in 1996 made the rights and interests of the elderly security act,but because the legislation itself，the law in real life to protecting the legitinate rights and interests of the elderly did not achieve the desired effect.Especially empty-nesters rising today. SO，the current study of empty nester，is not only important but also timely. This article is divided into five parts.The first part of the first is to empty nester expounds related conncepts，and the background of empty nest elderly and the analyysis of existing problems,significance,and so on and so forth.The second part of Pan Ji concentrator! area of Huainan city as an examlie，the paper discusses the present situation of empty-nesters rights protection.The third part mainly discusses the problems of the existence of empty of empty nest old man’s rights and interests,and the related problem analysis. The fourth part is based on the analysis of rights and interests of the elderly security system in developed countries,it is concluded that the elderly in china,especially the empty nest elderly rights and interests safeguard the legal protection of useful experience.The fifth part through the above a series of research，make some system measures to safeguard the rights and inter
