理体制形成和完善过程中高速公路执法体制所应有的角色和任务，而这样的关注更多的 体现在我们对协调机制和制衡机制的研究上。 从制度变迁的角度来讲，我国推行的大部制改革是一种供给主导型的、自上而下的 强制性制度变迁，而在我国现行的政治体制架构下，这种内生性的强制性制度变迁具有 巨大的推动力。我们认为，应当抓住良好的改革时机，通过我们的研究和踏实的实际工 作，为完善高速公路综合执法体制做出贡献。 关键词：高速公路；综合执法；大部制 2 Abstract Since that the highway single law-enforcement system exists plenty of problems such as too many law-enforcement agencies lead to the decentralization of law-enforcement power, disordered law-enforcement system lead to the unstandardization of enforcement actions, too high administrative costs lead to financial difficulties of law-enforcement agencies, highway comprehensive law-enforcement system, represented by chongqing pattern, came into being. The so-called comprehensive enforcement, refers to a new organic administrative subject which is transferred of certain powers by the relevant agencies, and the formation of a new organic administrative subject, to deal with the situation or to social relations to adjust law enforcement activities, when the executive affairs of the unknown or administrative subject vested the management of relations need to adjust the situation of overlapping functions during administrative enforcement process. Through the empirical study of the effect of highway comprehensive enforcement of law represented by chongqing pattern, we found that: highway comprehensive law-enforcement system overcame the shortcomings of too many law-enforcement agencies, optimized and integrated law enforcement resources, reduce administrative costs and achieve a significant minimization of clerk, improve the efficiency of the highway administration, avoided the shortcomings of evading responsibility, reduced accident rate of highway, protected the national property and impr
