Abstract
A new public welfare organization form in some places the birth and development. Public welfare organization different from the traditional blood transfusion, their operation and development with the
enterprise form, more emphasis on using the business model to provide public services to solve social problems, and the pursuit of the limited
profit, bothcommercial, professional, efficient and flexible characteristics, at the same time toundertake and solve social problems as the goal. Public enterprises is not the purebusiness, non-profit organization is also not generally or only provide social services for enterprises, public enterprises through
commercial manipulation operation, earn profit in order to contribute to the society. Their income surplus to support the disadvantaged,promoting community development and social enterprises investment. They pay attention to the
social value, rather than the pursuit of maximum profits of the enterprises.
