飞/586334 摘要 随着我国交通运输现代化进程的不断加快，道路交通安全问 题越来越受到入们的重视。为了进一步创造舒适、 JI顶畅、安全、快 捷的交通环境 p 交通管理工作也正逐渐由经验管理型向科学管理型 过渡。 本文作者根据多年从事交通事故预防工作的实践经验，以哈 尔滚市为例，从预防交通事故的必要性探讨、哈市交通事故的发生 特点及规律分析、哈市交通事故原因分析及道路交通事故预防对策 等四个方面入手量进行了深入、详尽的研究。根据哈尔滨市的实际 情况?分哈市市区、哈市所较高速公路和哈市所辖外〈县〉市三部 分对以上问题进行了阐述。其间曹作者运用了大量的基础数据及案 例分析对交通事故的特点及原因进行了阐述，从而制订了切实有效 的预防对策。 交通事故预防作为一门综合性很强的新兴科学，正不断受到 社会的重视。目前这门科学正处在形成和发展的阶段，还有许多理 论、实践以及技术问题需要进→步的研究和探讨 F 更需要广大交通 干警、科研和技术人员的共同努力。 关键词z 交通安全交通管理 来绩何才子、 J导#时间惠 勿全文学，;可 Abstract With the rapid growth of、our cou口try s traffic transpoτtati.on oderni zat ion course，the prob 1 em of road traffi c safety i s more and more concerned by public. For further establishing a comfortable， smootht safety，fast environment of traffic ，the traffic management a1so gradually transits from the management by experienc e to the management by science. 8ased the many years practical experience of the traffi c accidents prevention work ，with the example of Haerbin City ，the author of this article studíed the problem of traffic accidents prevention deeply and fully in the four aspects as follows : the necessary of the traffic accidents prevention ，the characteristic s of the traffic accidents of Haerbin City and the analysi s of the rules，the reason analysis of the traffìc accìdents of Haerbin Cl ty and the preventìon countermeasure of the road traffic accidents. According to the actual circumstance of Haerbin City，the author expatiated above problems in three parts: the downtown of Haerbin City，the freeways dominated by Haerbin City and nearby counties or towns domínated by Haerbin City. Meanwhile ，the author made use of a great deal of foundation data and the analysís of cases to expatiate the characteristics and reasons of traffic accidents，consequently consti tuted the practical and effectíve preventíon counterm easures. The traffic accidents prevention is a very synthetic and new1y arisen science1 widespread concerned by society .Now this science is in the formation and development
