摘 要 摘 要 农村发展最需要的资源之一是人力资源，尤其是优秀的政治资源。毛泽东曾经指出： “政治路线确定以后，干部就是决定的因素。”村干部掌握着村庄治理的权力，肩负着 发展农村经济、维护社会稳定、推动农村民主管理等重任。中央在农村的方针政策，要 靠广大村干部团结一致带领农民去贯彻和实施；农民群众的意愿、要求，要靠村干部去 了解和落实。近些年伴随农村的快速发展出现了许多尖锐矛盾，不可回避，如开发征地、 资源开采、环境污染等。这些问题错综复杂，考验着村干部驾驭变幻局势、协调利益者 之间的矛盾的能力。随着党和国家对农业、农村、农民问题的不断重视，村干部的素质 水平也反复被人们强调。 我国村干部整体情况是好的，但面临着年龄结构、性别结构、学历结构失衡的问题。 受传统文化和时代特征的影响，部分村干部理想信念缺失，市场经济意识、法制观念、 民主思想淡薄。少数村干部作风不正、以权谋私，导致干群关系紧张，影响乡村治理。 因此，要采取必要措施来提高当前村干部的素质。通过提高农民群众政治角色意识、加 强对村干部教育培训、完善村民自治和村务公开制度，以及进行一系列机制创新，造就 一支高素质的村干部队伍。 关键词 村干部 素质 乡村治理 政治建设 I Abstract Abstract One of the most needed resource for rural development are human resources,especially the excellent political resources.Mao Zedong once said: After we determined the political line,cadres are the key factors.Rural cadres hold the power of village governance, shouldering the responsibility of developing rural economy,maintaining social stability and promoting democratic management.Policies of central issues on rural areas relying on the majority of rural cadres to leed the farmers to carry out and implement;willingness and requirements of farmers relying on rural cadres to understand and put into effect.With the rapid development of rural areas in recent years,there have been many sharp contradictions appeared and can not be avoided,such as land development,resource exploitation and environmental pollution.These problems are complecated and test how the village cadres control the changing situation and coordinate the contradiction of the interests.The quality of rural cadres have been repeatedly emphasized as the party and our country pay more attention to the agriculture,the rural areas and farmers. The overall situation of Chinas rural cadres is good,but facing with the problem of structure imbalance about age,gender and education. Influenced by traditional culture and characteristics of the times,part cadres lack of beliefs and convictions,weaking the market economy consciousness,the legal sense and the democratic consciousness.A few
