II II Abstract Since 1992 the 14th CPCNC proposed to establish the socialist market economy, as far as the projects are concerned, seems that it is the synonym with the planned economy. In fact, the plan does not equivalent to the planned economy, and the market economy does not exclude the plan absolutely. No matter it is in the planned economy era, or in the building socialist market economy era, Chinas five-year plan has been inherited from the national economic development and played an important role. In occident, plans are not and never have been the absence. Exactly for the presentation of the plan, politics and economy to a certain extent can be orderly. Obviously, plan is essential for a countrys social and economic development. Taking correct understanding of plans and developing the plan scientifically have historical significance. In my thesis, first I introduce the concept and the system of the planned law and its changes based on history logically and realistically. Second I take the introduction of Chinas long-term and short-term plan of development and implementation of practice, and mention the cooperation which exists in the practice. Re-explore the development of planned law should be brought in the concept of contract of association, this chapter proposes the idea that according the contract of association to make the planned law based on the existing theory of economic law. Under the guidance of the contract of association idea ,during the process of nation making wealth, a clear division of labor, proper allocation of rights and obligations, to the maximum extent possible full play to their enthusiasm, and realize the entire national economy and general sustainable development better. This thesis also makes some suggestion about how to make the planned law in detail in order to improve public participation and how to increase accountability and develop specific systems.
