AbstractThe Abstract The secondary occupation education is important part of eduction in China，has important influence on the Chinese education development，but it also affects society． Jiao-min liu director of hebei province education department in 20 1 1，the eighth session of Beijing international education fair once said：”hebei around beijing-tianjin-hebei，is big province，population education province，it is now population of seventy million，to nearly thirteen million the number of students at alllevels．”Secondary vocational education in hebei province an important part of education，once walked in the national front row,but now to appear many problems，such school number reduced year by year,enrollment，the number of students are in decline，the contradiction between supply and demand of talent is outstanding，faculty shortage，poor quality of students．Throughout the world vocational education development present situation，the government without exception has strong security，such as Germany,vocational education has become kind of lifelong education， there perfect Iaws and regulations，to participate in the main body of rights，obligations has clear rules．Although the government also attaches great importance to the development of secondary vocational education in hebei province，but still exist many problems，lack of complete legal protection system，insufficient regulation of private schools，cooperation， investment total quantity insufficiency,the regional difference is big，which affects the development of secondary vocational education． In this papeL the author thinks that to recognize the important role of local government in the secondary vocational education development and the lack of function implementation， wel l the measures is very important to promote the development of secondary vocational education，this paper respectively from the two aspects of government pol icy support and financial support to put forward the corresponding improvements． Hope to help the deve
