PAGE l 本科生毕业论文（设计） 　　中国高等教育资源配置问题及对策研究 姓　　名 学　　号 20112080404 专　　业 行政管理 指导教师 讲师 2013年04月20日 摘　要 摘要：注重高等教育资源的合理配置，保证高等教育公平、实现高等教育和谐发展,是社会和谐发展的重要组成部分,合理配置高等教育资源是保证高等教育公平的重要手段。当前我国的高等教育资源配置还存在许多问题,本文采用文献研究法和实证研究法，主要对我国高等教育资源配置的差异性这一问题进行研究。文中通过对高等教育资源配置出现的问题以及产生差异的原因进行分析，进一步提出优化高等教育资源配置的对策及建议。优化高等教育资源配置的基本思路就是要求国家政府在政策实施上要保证基本的公平，缩小地区差异；在投资方式上，采用多渠道多途径达到合理配置资源的目的；在资源分配上在兼顾公平和效益的前提下，更加注重效益，为社会培养合格人才；在资源利用上，走区域共享道路，提高资源共享程度和使用效率，进而促进区域高等教育资源配置以合理的结构、适度的规模进行发展。 关键词：高等教育资源；资源配置；资源配置差异；优化配置?MACROBUTTON NoMacro [Click and type abstract text here.]  Abstract Abstract: the rational allocation of attention to the resources of higher education, higher education, to ensure fair and realize the harmonious development of higher education, is an important part of the harmonious development of the society, the rational allocation of higher education resources is an important means to ensure the fairness of higher education. At present there are still many problems in Chinas higher education resource allocation, the literature research method and empirical research method is used in this paper, mainly to research the problem of higher education resources allocation in China. This paper is based on the analysis of higher education resource allocation problems and the reason for the difference, put forward countermeasure and the suggestion of optimizing the allocation of higher education resources. The basic way to optimize the allocation of resources of higher education is the requirements of the national government in the policy implementation to guarantee of basic fairness, contractible area difference; in the way of investment, the multi-channel rational allocation of resources to achieve the purpose of; in resource allocation based on fairness and efficiency, pay more attention to benefits, training of qualified personnel for social; the use of resources, the regional sharing the road, improve resource sharing and efficiency, and promote the development of regional higher
