摘 要 新世纪以来，随着全球经济一体化的不断深化，港口的发展形式也在不断演 进，第四代港口孕育而生，已经从保证经济活动顺畅完成的“后勤服务总站”转 变为推动经济活动有效运行的“前方调度总站”。为了提高我国港口业的国际竞 争力，促进我国经贸更好地发展，国内也开始制定相应规划，发展第四代港，以 便获得前所未有的竞争优势和行业位势。 青岛董家口港是目前国家批准建设的面积最大的深水港区之一，是青岛市 “环湾保护、拥湾发展”战略实施的核心组成部分。本文顺应董家口港大规模开 发的历史机遇，形成选题思路，探索研究董家口港区在第四代港口的理念下，如 何抢抓机遇、迎接挑战，制定具有前瞻性的科学合理的发展战略。 本文以港口发展理论为基础，阐述第四代港口的演变、内涵以及特征构件， 并结合区域经济、企业战略等理论，分析董家口港区发展的内外部环境，以及港 区建设第四代港口的必要性和可行性，最后，对港口的战略发展提出规划建议。 本文对于将董家口港区建设成全球著名的能源储运中心和大宗散货中转枢纽中 心，促进青岛港口经济、城市经济协调发展具有前瞻性和战略性的意义。 关键词：第四代港口，董家口港，环境分析，战略措施 Abstract Since the new century, with the deepening of economic globalization, the development of the port is also evolving, the fourth generation port is born, the port has transformed from “logistics service station” of ensuring economic activity completing smoothly to ahead scheduling terminus of promoting economic activity running effectively. In order to improve the international competitiveness of Chinas port industry, to promote better development of Chinas economy and trade, the country also began to develop appropriate planning to develop the fourth generation port, by this, obtain a competitive advantage and industry unprecedented potential. Qingdao Dongjiakou Port is one of the largest deepwater port which the country has approved to construct, it is part of the core of implementing Central Bay protection, owned Bay development strategy of Qingdao City. This paper will follow the historic opportunity of developing Dongjiakou Port to a large-scale port, and format the topic ideas, to explore and research how to seize opportunities, meet challenges, and set scientific and forward-looking development strategy for Dongjiakou Port with the concept of fourth generation port,.
