市开发边界重要性的认识。城市开发边界具有很强的技术属性，在划定工作中要坚持因 市开发边界重要性的认识。城市开发边界具有很强的技术属性，在划定工作中要坚持因 地制宜、突出底线思维、衔接既有规划和预留弹性空间等原则，推动城市空间治理的科 学化和现代化。 (4)完善管理体制、建立保障体系是划定和实施城市开发边界的根本保证。成熟 的规划管理体系、健全的实施保障体系保证了西方国家城市增长边界的成功划定和顺利 实施。在我国城市开发边界的实施过程中，要进一步健全完善主体明确、审批严格、监 管到位、修订及时的城市开发边界管理体制，全面构建人大立法、政府统筹、公众参与 的城市开发边界保障体系，确保这一国际上通用的政策工具在我国取得良好实施效果。 关键词：城市增长边界城市开发边界 国际经验 中国适用性政策建议 万方数据 AbstractDuring Abstract During the rapid growing of urbanization process in China,urban sprawls surrounding the outer edge has been a major way of expanding among most cities，which has posted difficult challenges for city development and management．Clear requirements on Urban Development Boundary have been presented by the Central Urbanization Work Conference in 2013 and Central Urban Work Conference in 2015．ne relevant departments of Central Government have determined to launch pilot projects at fourteen cities including Beijing， Shanghai，Guangzhou and Shenzhen，and it will be expanded to over 600 cities across the country．Tllis thesis intends to provide thoughts and ideas for governments at different levels in implementing these central plans and managing urban space development in a modem and scientific way． Five chapters are presented in this thesis and the first one is study review．The origination background and development process of Urban Growth Boundary are sorted out at a historical dimension．And，the academic definition and defining strategy of Urban Growth Boundary are summarized，analyzed and evaluated．International experiences are discussed as the second part．Five cities are selected to be analyzed as typical cases on their characterization，achievements and existing problems．These cities are Portland，Melbourne， Cape down，London and Seoul，and they ale from five different continents，and from developed countries and developing countries、村t11 different type of boundary patterns (growth boundary and green beIt)．The applicability in China is studied as the tllird part，in which the concerns are discussed on our a
