浙江大学硕士专业学位论文 浙江大学硕士专业学位论文 摘要 摘 要 改革开放以来，随着我国经济社会的持续发展和人民生活水平的不断提高， 城市机动车数量迅速增长，引发大量的停车需求，而我国大中城市中的公共停车 设施供给严重不足导致停车供需矛盾日益突出，不仅引发了停车难、行路难等多 种城市通病，而且机动车违法占道的行为严重阻碍道路的通行能力，加重城市的 运行成本，影响城市的空气污染和居民的生活品质，成为制约城市运行效率、影 响市民生活品质、阻碍城市经济发展的一大瓶颈。然而城市公共停车设施建设资 金数额庞大，解决公共停车设施供给不足问题，单纯依靠政府的直接投资是远远 不够的，根本出路是政府应当运用市场化的方式，积极吸引社会资本参与城市公 共停车设施投资建设，努力实现公共停车设施投资、建设、经营、管理的市场化、 专业化和智能化发展。 本文从公共停车设施投资、建设、管理和行业发展的角度，以城市公共停车 设施产业化发展为研究对象，研究了城市公共停车设施产业化的发展道路和投资 效益，主要内容为：首先介绍了城市停车问题的研究背景、发展现状和面临的问 题；其次，介绍了城市公共停车设施产业化的理论基础和国内外先进城市的发展 经验，从中得到启示；接着分析了我国城市公共停车设施建设标准和运营模式， 并且论述了我国加快公共停车设施产业化发展的总体思路；然后对不同结构类型 的公共停车设施投资成本和投资收益进行分析和测算，并对改革政策前后城市公 共停车设施的投资效益进行分析和评价；最后对杭州市公共停车设施的投资建设 管理实践和产业化路径进行实例研究，并对未来产业化发展提出了建议。 关键词：公共停车设施投资效益产业化供给侧改革 万方数据 浙江大学硕士专业学位论文 浙江大学硕士专业学位论文 Abstract Abstract Since the reform and opening up，with the continuous improvement of sustained economic and social development and people’S living standards，the vehicle ownership grows rapidly,caused lot of parking demand．In China，cities public parking supply shortage led to the contradiction between parking supply and demand have become increasingly prominent，which raise to difficulties in traveling，parking and other cities a common problem．The phenomenon of illegal lane vehicle seriously hindered the road traffic capacity, increased social and economic nmning costs，affecting urban air pollution and residents quality of life，become restricting urban operating efficiency,influence the quality of life of the people and hinder major bottleneck in the development of urban economy． However,the huge amount of funds invested in the construction of public parking facilities，to solve the problem of inadequate public parking facilities，government investment alone is not enough．The fundamental way out is the government should make the market method,actively attract social capital to participate in the investment and construction of urban p
