Selecting the panel dates of Chinas provinces from 1997 to 2011, the paper research the factors such as tourist service capacity; tourist resources endowment, which affect the inbound tourists9 choice of destination empiricaHy by establishing the fixed effect panel data model. The result shows that transport capacity of tourist and the degree of opening up have positive and significant impact on the inbound tourists choice of destination, while tourist companies service, tourism resources, level of economic development have no significant but positive impact on it. The provinces which border the foreign countries have an advantage in attracting foreign tourists. Therefore, improving tourist service capacity, protecting and integrating tourist resources, expanding degree of opening up, preventing and controlling critical incidents help to attract inbound tourists.
