安徽大学MPA硕士学位论文 安徽大学MPA硕士学位论文 肥西县地方税务局信息化建设研究 摘要 紧跟全球信息化发展的步伐，我省地税系统信息化建设也经历了一系列翻天 覆地的变化。税收系统的信息化建设尤其是基层税务系统的信息化建设直接影响 到税收征管的质量以及纳税人对税收服务的满意度。税务信息化的总体目标就是 要建立并完善遍布税收各个环节的征管信息系统而金税工程就是在税务信息化 基础上，吸收国际先进经验，为解决伪造、倒卖、盗窃、虚开增值税专用发票等 手段进行偷、逃、骗国家税款的违法犯罪活动，运用高科技手段同时结合我国增 值税管理实际设计的高科技管理系统。金税三期工程是“金税工程’’的全面提升 阶段，它是建立在多年税务信息化建设的基础之上，按照优先原则，通过业务重 组、技术改造、功能集成，分期分批逐步实施，最终完成税收征管信息系统的建 设。本文选取肥西县地方税务局为研究模板。结合工作实际，深入探讨基层税务 发展各个阶段，分析基层信息化建设的起步，发展，方向和不足。最后，结合肥 西县地方税务局的信息化建设实际情况，提出发展策略，努力规避发展过程中可 能面临的各种问题。 关键词： 地税信息化信息化发展 万方数据 AbstractWith Abstract With the development of global information technology，the construction of the local tax system in our province has undergone a series of changes．The information construction of the tax system，especially the information construction of the basic level tax system，directly affects the quality of tax collection and the satisfaction of the taxpayer to the tax service．The overall goal of the tax information is to establish and improve throughout all aspects of the tax collection and management information system and the Golden Tax Proj ect is in the tax on the basis of information to absorb the international advanced experience，to solve the forgery，trafficking，theft，falsely making out special invoices for value—added tax etc．means to steal，cheat，escape tax illegal and criminal activities，the use of high—tech means and combining with the actual design of value—added tax management in Our country science and technology management system．The Third Phase of Golden Tax Project is the”Golden Tax Project”comprehensive promotion stage，it is established based on years of Tax Informationization Construction based，in accordance with the principle of priority， through restructuring and technological transformation，function integration，stages gradually implemented，the final completion of the construction of tax collection and management information system．In this paper，the Feixi County Local Taxation
