山东大学硕十学位论文摘 山东大学硕十学位论文 摘 要 政府信息公开的提升有利于促进公民参与国家管理，有利于保障个人权利， 有利于促进经济增长，有利于减少腐败、提高行政效率，打造阳光政府。东营市 是山东省人均60P最高的市，经济社会条件较好，尤其是在信息化建设上走在了 全省以至全国-fiiiN，是国家信息化试点城市，早在2004年就以政府令的形式公布 了《东营市政府信息公开办法》，在政府信息公开实践中取得了明显成效，但仍存 有许多问题。本文试图在研究世界、中国政府信息公开基本背景的条件下，在对 政府信息公开有关理论研究的基础上，对政府信息的公开操作层面进行研究：首 先是政府部门间的信息共享，其次是政府对公众和企业的信息开放。对部门间信 息共享进行研究，主要对东营市政府序列49个部门的政府信息进行调查和数据统 计及分析。对企业和公众信息开放，主要通过对东营市50家企业和100名市民的 调查和数据分析。通过分析，找出存在的问题，分析出现问题的原因，提出东营 市政府信息公开的模型，并寻求其中的规律性和解决问题的对策措施。 关键词：政府信息 政府信息公开 现状与问题 对策研究 山东犬学硕Ij学位论文Abstract 山东犬学硕Ij学位论文 Abstract The improved openness of the government information will be advantageous to promote the citizens involved in the nation management，guarantee individual rights， accelerate the process of economic development，reduce corrupt，improve administration efficiency,create a sunlight government．The GDP per capital in DongYing City is higher than other cities of ShanDong province．And the economic social condition is beRer．So was chosen to make expedments acquiring experience because DongYing have played a leading role in ShanDong province，even in the whole country．As early as 2004 the municipal government issued((the make public ways of the municipal information》．the law have pushed the process of make up government information while we still face some problems，This paper try to analysis the state of making the public information open on the basis of some theories related information．It includes two parts：the information shared by the government departments and the information shared by the enterprise and individuals．As to the information shared in departments，we just investigate 49 units which in charge the public affairs．As to the information shared by public，we mainly investigate 50 enterprises and 1 00citiitizens．We try to find out the problems and the causes in order to show model explanation，which can show US some laws in the process of information openness and some means to solve the problems． Key Words： government information； make the government i
