归纳总纳现象，分析原因并最后提出对策以期对我国地方政府维护社 归纳总纳现象，分析原因并最后提出对策以期对我国地方政府维护社 会公正能力相关研究和实践工作的开展起到积极的促进作用。 关键词：地方政府；社会公正；维护社会公正能力 ABSTRACTChina ABSTRACT China is a developing country with vast land，population， ethnic groups and unbalanced development among different regions due to different conditions．Following the reform and opening—up，unfairness occurres in di fferent regions，groups and members of the society，since there exists differences in natural resources，philosophy of development，and capability to grasp the chance．The unfairness not only threatens soc ial stability and people’S 1ife，but also obstructs the building of a socialist harmonious SOCiety．The government，serving the public，shoulders the responsibility to guarantee social justice．Local governments，as the bridge linking the central government and the peopl e，are supposed to de l iver to the central government the appeals and needs of the people，and inform the people of the policies of the central government． Therefore，the local governments’ capacity to safeguard social justice appears nothing but significant． This paper，drawing on the researches of its predecessors， discusses the related concepts，summarizes and categoI+izes the unfair phenomena in our soc i ety at present． From the perspective of local governments，the author comes up with measures to enhance their capacity to uphold justice． Specifically，the paper is divided into the ensuing parts．The first part serves as an introduct ion，laying out the reasons nl for for choosing this topic，the meaning，content and major methods for conducting the research here，and relevant researches both at home and abroad．By analyzing the capacity of local governments and their capability to champion social justice， the second part tries to define the capacity and capabi lity ment ioned above，and expound briefly on the relat ionship between social justice and local governments capacity to maintain it．The third part describes，assorts and summarizes the unfair phenomena e
