1 1 摘 要 摘 要 近年来，大气污染问题由点源发展到面源，从局部发展到整体，带来的直接经济损 失达 68 亿人民币之多。尤其是京津冀地区最为严重，不仅造成了严重经济损失，而且 对居民的生命健康带来危害。每年京津冀地区有 9900 多人因大气污染问题过早死亡， 70000 多人住院治疗，疾病治疗成本相当于京津冀生产总值的 1.2%。如果不及时有效治 理大气污染问题，将会引起更多人死亡，带来更大经济损失，并影响京津冀地区经济的 可持续发展，同时影响京津冀一体化的进程。 本论文围绕京津冀大气污染联防联控治理现状进行系统的梳理，在梳理性研究中发 现京津冀联防联过程中仍存在着诸多问题，在对其导因进行浅析的基础上提出了其优化 路径。本论文在浅析京津冀联防联控的现状时运用了要素禀赋理论、博弈论和外部不经 济理论，同时总结西方发达国家治理大气污染联防联控的经验基础上，提出以建立京津 冀大气污染联防联控长效战略机制为手段，增强要素在区域内合理流动，建立大气生态 补偿机制和排污权交易，在主体机制、目标机制、运行机制和保障机制方面进行优化， 实现经济与环境双赢，同时这也是本论文的研究主旨与创新之处。 关键词 联防联控 大气污染 战略合作 机制 II II Abstract Abstract In recent years, the problem of air pollution developed from point sources into surface source, from the local to the overall, bringing direct economic losses of as much as 6.8 billion yuan. Especially in Beijing-Tianjin-Hebei regions most seriously, not only caused serious economic losses, but also done harm for the lives and health of residents. There are 9900 people every year due to Beijing-Tianjin-Hebei regional air pollution problems of premature deaths, 70,000 people hospitalized, the cost of treating the disease is equivalent to 1.2 percent of Beijing-Tianjin-Hebei regions GDP. If we do not timely and effective governance air problems, will cause more deaths, bringing greater economic losses, the impact of regional sustainable economic development of Beijing-Tianjin-Hebei region, and affect both the integration process. In this paper, the status quo around the joint control of air pollution control in Beijing-Tianjin-Hebei region defense system combing, Beijing-Tianjin-Hebei region joint prevention and discovery process, there are still many problems in the sort of study, in its guide based on the result of the analysis presented its optimal path.
