西南交通大学硕士研究生学位论文 西南交通大学硕士研究生学位论文 第1页 摘 要 “物流”这一概念从上世纪八十年代引入我国至今，已经取得了巨大的发 展。在经历了从认识到实践，再从实践中重新认识的不断反复后，随着政府职 能部门、运输企业和整个社会大环境对物流在国民经济中重要性认识的不断加 深，如何克服现有的缺点，突破原有体制的束缚，建立一个跨区域、跨行业的 一体化交通运输物流框架体系，为我国物流业的健康发展提供深层次的动力， 已经成为我们面l晦的一个主要问题。 本文旨在通过广泛的调查研究和文献资料的收集整理，充分分析了我国交 通运输物流管理组织构架中各主要机构的职能、作用、运作模式和协调机制， 以及相关协会组织的建设现状；在此基础上引入协同学理论，分析交通运输物 流中的协同机理，结合我国实际情况以及交通运输业物流发展态势、目标研 究，设计我国交通运输物流管理组织构架的协同模型，探讨并提出相关对策和 建议，主要包括物流综合管理的政府机构设置与运作机制以及物流行业协会的 建设，建立交通运输物流发展中政府与企业、行业协会间的协同关系，对我国 的物流系统规划和政策实施进行宏观控制的有效机制。 关键词交通运输物流；协同学；构架 西南交通大学硕士研究生学位论文 西南交通大学硕士研究生学位论文 第Ⅱ页 Abstract From the concept of“logistics”was introduced into China in the 1980s．till now, it has been experienced a considerable development．After several repeat ofthe process in recognizing and practicing，the government，the interrelated enterprises and the whole social environment have recognized the importance oflogistics in the national economy．Now，it has been a main problem for US that how to come over the original disadvantages，break through the immanent system，establish a cross-region and CROSS．business framework ofcommunication and transportation，and provide inner power for the development ofthe logistics ofChina． The purpose of this thesis，which based on extensive research and collection of a large anaount of data，is to analyze the function,operational system and CO— ordination ofthe main institution in the infrastructure ofChinese communication and transportation，and the present condition of the related association．Based on this research，the theory of synergetics will be introduced to analyze the coordinate mechanism of communication and transportation．Combined with our situation and the development ofthe communication and transportation，design a synergetic model for the management structure of communication and transportation．Discuss and offer advice for the government installation，CO—ordination and set up association． Build up stable relationship among government，enterprises and association，and effective mechanism
