湫渊 __-l-_·l-·__-_--___-__·_____-_-··-oo。‘o。‘。。’。。’。。。。———————————一塑墨 一 Y 7l^●-n．=】-‘J Abstract With the rapid development of the infcIrmation society,the government information sharing requirements existed widely in every field of social life．Government information publicity was not only the basic requirements of building a service-oriented government, but also the trend of the development of modem citizen society,which was related to democratic construction and economic development of a country．We must pay attention to the details and problems in the implementation process ofthe regulations of government information publicity of the prc，though it has been played an important role in the construction of democracy when it promulgated and executed a years ago· From the viewpoint of the citizen participation，we find that problems to be solved still existed in the system of our government information publicity．To achieve the goals of the construction of democracy and the implementation of civil rights to know,WC 0 should concern about the links of the public feedback during the development of ▲ as government information publicity which under the pressure of the third force，such ● news media,social organizations and SO 011．This paper intends to giVc a detailed description 011 the current problems and the relationship between the government information publicity and the citizen participation，and constructs a mutual mode between government and citizen． Keywords：government information publicity，citizen participation，feedback mechanism， interactive platform 鱼，。，参 III F F-Ai· .. 福建师范大学硕士学位论文 唱‘ 飞 w 中文文摘中文文摘 中文文摘 中文文摘 在国家高度民主化、信息社会高速发展的背景下，政府信息公开广泛地受到各 个领域的支持，随着世界上的部分国家陆续着手建立或完善本国信息公开法的推 进，我国《政府信息公开条例》于2008年5月1日起正式实施，这一举措不仅是 服务型政府构建的基本要求，也是现代公民社会发展的必然趋势。从地区规章、地 方性政策法规的出台到国务院正式颁布实施信息公开条例，表明我国政府全丽拉开 透明行政、阳光执法序幕的决心，我国的政府信息公开由此进入了一个崭新的历史 阶段。在倡导服务型政府的今天，面对各个部门日常工作以及公共性突发事件的处 理等问题，定期或及时地通过出版物发行、举行新闻信息发布会等方式向公众社会 公开政府行为明细，以及共享社会公共信息资源，从而让公众在第一时间能够充分 洞悉政府行为，洞察公共政策走向，在一定意义上也起到辅助和监督
